The Honourable Edgar Hugh Graham was an Australian politician who represented the seat of Wagga Wagga in the NSW Legislative Assembly. He was a pig breeder and a butcher by trade who was born in Wagga Wagga in 1897. He married Ivy Peacock in 1923 and they had one daughter. He died in 1957.
Eddie was a member of the NSW Australian Labour Party and was elected to the NSW Legislative Assembly from 1941 until his death in 1957. He was the NSW Minister of Agriculture from 1944 to 1957.

Wagga had a number of these arches set up along the planned route of the Royal Progress. This particular one was in Baylis Street outside Great Southern Motors, just before the Morrow Street corner.
The fact that it was designed to be lit up at night just demonstrates how enthusiastic the City was to have the Royal Visit - the Queen and Duke were never to see this arch at night!
